If your business is located in Howard County, you can join MSLBA through
your local affiliate, the Howard County Licensed Beverage
Association (HCLBA). HCLBA represents alcohol
beverage license retailers which includes taverns, restaurants, package liquor stores,
hotels, bowling alleys and fraternal clubs. When you join us, your dues include
membership in our state affiliate, the Maryland State Licensed Beverage Association
(MSLBA) and our national affiliate, the American Beverage Licensees (ABL).
OUR PURPOSE:
HCLBA is a
non-profit trade organization, chartered in September 1948, under the name of the Howard
County Beer, and Liquor Retail Association. The purpose was the same as it is today,
"to foster, promote and protect" the alcohol licensees in Howard County and the
State of Maryland. In December 1957, the name was changed to the
Howard County Licensed Beverage Association (HCLBA).
LEGISLATIVE:
HCLBA
monitors the issuance of new
licenses and transferred licenses in Howard County by our local liquor board. Each
year, while the legislature is in session in Annapolis, we actively review proposed
legislation and represent our members on the MSLBA Legislative Committee, which meets
weekly during the session.
HCLBA has
continuing communications with the County Council and the Police Department on issues
involving the actiities of police cadets, on buying or drinking on licensed premises, the
limiting issuance of excess liquor licenses and the adoption of reasonable rules regarding
violations of sales to minors.
